Victor Noël (1916-2006) was a Belgian painter, draughtsman, and graphic artist from Dour. He studied at the Académie of Mons from 1930 to 1939. Initially he painted traditional scenes in a classical style, but by 1946 he began experimenting with abstract works. Around 1954, he created his first geometrically abstract paintings.

Noël was a professor at the Académie of Tournai from 1942 to 1976, where he taught decorative painting and commercial art. He was a member of several art collectives, including Formes, Géoforme, D4, and Art Concret en Hainaut. His work was praised for its color and fine construction, and he held his first solo exhibition in 1956 at the Galerie Saint-Laurent in Brussels.
